Whatever the result of Tuesday’s midterm elections, the fundamental dynamics in Washington are unlikely to change. Neither party will have 60 votes in the Senate, the House GOP will still contain divided factions and the president will surely continue to focus on solidifying his major legislative accomplishment in Obamacare.
