Certain principles should guide their use and could increase the chances that they will achieve U.S. policy goals: sanctions should be embedded in an overall Russia policy, linked to a specific policy goal, understood by the Kremlin, clearly reversible if Russia ceases the offending action, and coordinated with U.S. allies.
