The EU and the Ukraine Crisis: Italy, Germany, and the Case for Convergence

After more than 3 years of conflict and stalemate, no policy approach has led to a permanent cessation of hostilities, let alone political solution, in Ukraine. While the Minsk process has provided a broad framework for negation, specific and actionable steps toward resolution have been in short supply. Building on case studies of Italy-Russia and Germany-Russia relations, this working paper proposes a new model based on mutually beneficial economic cooperation could bridge the deep incentives and trust gaps that exists between the European Union, Russia, and Ukraine.
