Ukraine already took the first step in implement the Minsk agreement, as last March Kyiv passed the law mandated by Clause 4 of the accord, “On Temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts.” Russia, meanwhile, is supposed to withdraw troops and heavy weapons from the Donbass, as well as make the area available to OSCE inspectors.
