A new international Declaration on the Protection of Civilians from the Use of Explosive Weapons in Populated Areas opens for countries to endorse in Dublin on November 18.
The use of explosive weapons in populated areas, which cause foreseeable direct and indirect harm, is one of the greatest threats to civilians in contemporary armed conflict.
