This paper assesses the internal and external hurdles that are delaying the reform process in post-Euromaidan Ukraine, particularly when it comes to the rule of law. Some of the problems include 1) actually being able to measure rule of law reforms in the government and justice sector; 2) the low level of public sector accountability; 3) the dubious processing and implementation of legislation; and 3) establishing genuine judicial independence.
