This report is for media and the general public. The SMM continued to monitor the implementation of the provisions of the Minsk Protocol and Memorandum. The Donetsk and Luhansk regions remained tense. A number of shelling instances were noted. The situation remained calm in Kharkiv. On 27 October the “president” of the “Lugansk People’s Republic” (“LPR”) told the SMM in Luhansk city that ultimately the “LPR” and the “Donetsk People’s Republic” (“DPR”) would form a single state – so-called “Novorossiya”.
