The SMM monitored the implementation of the “Package of measures for the implementation of the Minsk agreements”. Its monitoring was restricted by third parties and security considerations*. Intensified fighting was observed in Donetsk and near Mariupol, but the situation in Luhansk remained relatively calm over the weekend. The SMM visited Ukrainian Armed Forces and “DPR” weapons holding areas and observed presence of heavy weapons in areas in violation with Minsk withdrawal lines.
