At the headquarters of JCCC in government-controlled Debaltseve (55 km north-east of Donetsk) officers from the Ukrainian Armed Forces and Russian Federation Armed Forces were present, along with members of the “Donetsk People’s Republic” (“DPR”) and “Lugansk People’s Republic” (“LPR”).
