DONETSK, 24 January 2015 – On Thursday the OSCE Special Monitoring Mission to Ukraine (SMM) looked into yet another tragic incident: our observations in Donetsk, Debaltseve and Volnovakha confirmed the injuries and loss of civilian lives during the past week. Once again, the SMM expresses its deep concern about the increasing number of civilian casualties and calls on restraint of all parties, in particular to abstain from the use of force, including the use of heavy weapons such as unguided Grad rockets.
