On 15 June, Luxembourg hosted two EU–Ukraine and EU–Moldova Intergovernmental Conferences (IGCs), during which both countries opened the first negotiating cluster (Fundamentals). This cluster forms the backbone of the accession process: it is opened first and closed last.
