On the afternoon of 30 September, President Vladimir Putin signed ‘agreements’ to annex four Ukrainian oblasts to Russia: Donetsk (the so-called Donetsk People’s Republic, DPR), Luhansk (the so-called Luhansk People’s Republic, LPR), Kherson and Zaporizhzhia.
